Today the high school and did not much like the elementary and secondary schools more than fifty and sixty years.

They were discouraged from advanced courses in mathematics and science courses, and they said they had no natural talent in these subjects to be successful. This is not the case anymore. We also consider different learning styles in modern American schools. Different students learn differently. Irene forecasts on track; not up to speed on wind (AP)

WASHINGTON ? Hurricane Irene was no mystery to forecasters. They knew where it was going. But what it would do when it got there was another matter.

Predicting a storm's strength still baffles meteorologists. Every giant step in figuring out the path highlights how little progress they've made on another crucial question: How strong?

Irene made landfall Saturday morning at Cape Lookout, N.C. ? a bull's-eye in the field of weather forecasts. It hit where forecasters said it would and followed the track they had been warning about for days.

"People see that and assume we can predict everything," National Hurricane Center senior forecaster Richard Pasch said.

But when Irene struck, the storm did not stick with the forecast's predicted major hurricane strength winds.

"It's frustrating when people take our forecasts verbatim and say, `This is where it's going to be at this time and this is how strong it's going to be,'" Pasch said. "Because even though the track is good it's not certain."

But it's getting there.

By Monday night, five days before Irene first hit the East Coast, the hurricane center figured the storm would come ashore around the North Carolina-South Carolina border. By Tuesday night, they predicted it would rake the coast. And on Friday morning ? 24 hours before landfall ? they had the storm's next day location to within 10 miles or so.

Twenty years ago, 24-hour forecasts were lucky if they got it right within 100 miles and the average 36-hour forecast within 146 miles. With Irene, that was about the accuracy of the five-day forecast.

"This is a gold medal forecast," retired hurricane center director Max Mayfield said. "I don't think there's any doubt: I think they saved lives."

The current director, Bill Read, tried not to sound boastful: "In the big picture of things, it looks like it panned out very well."

There are two reasons for the steady improvement in forecasts: Better computer models and better data to go into those models. With Irene, the National Oceanic and Atmospheric Administration spent extra money with jet flights and weather balloons across the country to get far more data than usual and it paid off in even better forecasts, Mayfield said.

Irene also was the type of storm that chugs off of Africa that is pretty simple to forecast accurately, said Georgia Tech meteorology professor Judith Curry, who makes private forecasts for energy interests with her firm Climate Forecast Applications Network.

Storms in the Gulf of Mexico are much more fickle, with weaker and less obvious steering currents. In 1985, Hurricane Elena caused evacuation chaos as it threatened to hit western Florida twice, but never did so.

On the negative side, the forecast after Irene hit the Bahamas had it staying as a Category 3 and possibly increasing to a Category 4. But it weakened and hit as a Category 1 storm and stayed that way up the coast until it faded into a tropical storm by the time it reached New York City. It lost strength as it moved north over land and cooler water.

Read said they will go back and figure out what happened, but noted they have made huge strides in projecting where a hurricane will hit. In past storms, they would have issued warnings for Florida, Georgia and South Carolina, but there were no evacuations there for Irene.

"We're not completely sure how the interplay of various features is causing the strength of a storm to change," Read said.

One theory is that a storm's strength is dependent on the storm's inner core. Irene never had a classic, fully formed eye wall ? even going through the Bahamas as a Category 3.

"Why it did that, we don't know," Read said. "That's a gap in the science."

Georgia Tech's Curry said one of the main problems is that the giant global computer models that do so well forecasting the track require large scale data. The keys to intensity changes are usually too small for big computer models, she said.

Mayfield says what's needed is better real-time, small-scale information, like Doppler radar. NOAA used old propeller planes to take Doppler radar data inside Irene, but the information will be used to design better intensity forecasts in the future, he said.

And when it comes to damage from Irene, the problem wasn't wind strength, but storm surge and flooding, which was the message from forecasters all week long.

Given that the accuracy of forecasting intensity has not changed much at all in 20 years, Keith Seitter, executive director of the American Meteorological Society, said he thought the strength forecast was pretty good.

Is bipartisanship truly dead? Perhaps not. If you focus on the debt crisis, the divide between Democrats and Republicans appears as unbridgeable as the Grand Canyon at its widest point. But that's not the case when it comes to public education reform, where a strange consensus has emerged between Republicans and Democrats on the issue that appears to defy political logic.

If the issue is education reform, put Governor Chris Christie in a room with Governor Andrew Cuomo; Joel Klein, the education reformer and lifelong Democrat; Secretary of Education Arne Duncan; and the editorial boards of the Wall Street Journal, Washington Post, New York Post and New York Times, and you'd think you're at a family reunion straight out of "The Adventures of Ozzie and Harriet."

Conservatives, liberals, free-market advocates and supporters of big government alike have all agreed to either dismantle or modify how our schools operate, with a speed that approaches that of a Rocky Mountain avalanche. Moreover, the "modifications" are all rather radical.

But now Rick Perry has entered the room uninvited, and the question is, will he spoil all the fun?

That's because Perry doesn't agree with any of the other "family" members about the current course of education reforms. His opposition to No Child Left Behind and Race to the Top is a finger in the eye of both Republicans and Democrats who've hopped on board this bandwagon.

Perry's rejection of these policies as governor of Texas suggests that he thinks both Republicans and Democrats have outsmarted themselves when it comes to education reform.

For Perry, the intrusion of the Federal government into the day-to-day running of our schools runs counter to the cherished values of federalism and local control. In fact, Ronald Reagan, the 20th-century icon of the Republican Party, wanted the Department of Education abolished altogether.

That's not to say that Republicans don't have a long tradition of supporting and shaping national education policy. It began when Abraham Lincoln, the first Republican president, signed the Morrill Act on July 2, 1862, providing Federal funds and land for development of post-secondary education in states and the territories. His predecessor, James Buchanan, a Democrat, vetoed the bill in 1859.

A second Morrill act was passed almost 30 years later and established a series of land grant colleges, mostly in the South, to ensure that the law was extended to blacks. Again, it was the Republican Morrill, who served close to four decades in the Congress, who championed the bill, and the Republican president, Benjamin Harrison, who signed it into law.

It seems that Republicans so fond of invoking Ronald Reagan and speculating what he would do were he still alive and governing, conveniently forget that when it came to education, Reagan's preoccupation was with the "culture wars" and the attack on America's exceptionalism and legitimacy in our textbooks and the classrooms.

In "Ronald Reagan & The Culture War," a review of a Reagan biography that appeared in Commentary Magazine in March 1991, Midge Decter observed that the reason liberals so feared him was his articulation of "that peculiar amalgam of old conservatism and new anti-liberalism ... Reagan's elections bore testimony not so much to a wish for radical new policies as to an open declaration of war over the culture."

Fast forward to 1994. On March 31, President Clinton signed "The Goals 2000: Educate America Act" into law. The legislation was an outgrowth of the education summit hosted by President George H. Bush, five years earlier in Charlottesville, Va. It was a bipartisan meeting of the nation's governors that addressed the nation's education crisis.

Less than three weeks after it was signed into law, Irving Kristol, the "Godfather" of the neoconservative movement, voiced his skepticism in a Wall Street Journal op-ed titled, "The Inevitable Outcome of 'Outcomes.'" Kristol observed that at first the intention of the legislation seemed sensible. "The idea was to focus less on 'input' (i.e. dollars) and more on 'outcomes' -- i.e., what children actually learn." Kristol continued, "Ah, but what's an 'outcome'? That's a lot less obvious than one used to think. Is it merely test scores? Surely there is more to education than that! So defining 'outcomes has become the new educational game in the 1990s."

Kristol had little faith in the testing regime: "Tests will end up being 'normed' so that no student will suffer the trauma of discovering he or she has little academic aptitude -- as if the students didn't know it already! Besides, how does one test for 'curiosity, open-mindedness, skepticism, and compassion,' which the educational establishment thinks are the true goals of education?"

To be sure Kristol had little faith in legislators, the Ed schools or the teachers unions, and he believed that rising numbers of students attending private, parochial and home schooling was a result of the failure of the educational establishment.

But for Kristol, federal legislation was clearly not the answer. "This experience has only confirmed Kristol's first law of educational reform. It is this: Any reform that is acceptable to the educational establishment, and that can gain a majority in the legislature, federal or state, is bound to be worse than nothing."

One wonders if this essay could make it past editorial scrutiny and find its way into print at today's Wall Street Journal?

During the Age of Reagan, conservatives' great fear was the slow, steady march of the left through America's institutions. Today, those who claim his mantel have been at the forefront of the dismantling of public education, as another American institution finds itself increasingly delegitimized and the teaching profession stigmatized.

For those who claim that their purpose is to conserve and provide continuity to society's institutions, today's conservative assault on education is more reminiscent of China's Cultural Revolution than a neo-Confucian revival.

The Democrats are no less of a political puzzle. Not content with George Bush's No Child Left Behind legislation, President Obama doubled down with his Race to the Top initiative. He has applauded the closing of "failed" schools and the firing of teachers. Secretary Duncan has emphasized testing as an integral means of evaluating teachers.

Private foundations have provided both the intellectual construct and dollops of money to ensure that their agendas are enshrined as government policies. The result is that the heavy hand of the federal government increasingly dictates education policy on the state and local level without even a fig leaf of parental input that so characterized American education in another age.

The granting of mayoral control throughout the country has further vitiated local control of schools in urban areas. It has exacerbated the removal of parents from the public education square. In its stead, "school choice" has been offered up as a substitute for the democratic process.

The supposedly all-powerful teachers unions are treated as an afterthought by the Obama administration. After all, at the end of the day, they have no place else to go.

There has been speculation that the breakup of the urban public school systems is irresistible because it offers municipalities a way to reduce their payrolls while sloughing off the responsibility for running the schools.

It also affords "not for profits" that run charter schools access to public monies in an unprecedented fashion. You know the old adage, "Why do it for free when you can make money at it?"

Amidst the headlong rush to provide "choice" for the disadvantaged, an important question goes unanswered. If the government is so inept at running its schools today, why should it be any better at overseeing an exponential increase in charter schools in cities like New York or Los Angeles?

For Democrats who presided over failing urban centers for decades, the breakup of public schools might be just the "get out of jail" card they've been looking for. Blaming the teachers for all the underclass' ills instead of their own failed public policies is a small price to pay. This wouldn't be the first or last time a loyal constituency was thrown under the bus for political expediency.

So if Governor Perry would articulate a principled rejection of this bipartisan witch's brew and resist the usual bromides about the evils and inefficiencies of government and the unalloyed ability of the private sector to solve almost any problem, then a much-needed debate on the direction of public education will be joined.

Should Perry be unwilling or incapable of raising these issues, any other serious candidate for the White House will find that there is a substantial audience of mostly overlooked teachers eager to hear what they have to say.

Steve Jobs started Apple Computer with a high school friend in a Silicon Valley garage in 1976, was forced out a decade later and later returned to rescue the company. During his second stint with the company, Apple grew into the most valuable technology company in the world.

Jobs invented and masterfully marketed ever-sleeker gadgets that transformed everyday technology, from the personal computer to the iPod and iPhone. Cultivating Apple?s countercultural sensibility and a minimalist design ethic, he rolled out one sensational product after another, even in the face of the late-2000s recession and his own failing health.

Jobs helped change computers from a geeky hobbyist?s obsession to a necessity of modern life at work and home, and in the process he upended not just personal technology but the mobile phone and music industries.

Perhaps most influentially, Jobs in 2001 launched the iPod, which offered ?1,000 songs in your pocket.? Over the next 10 years, its white earphones and thumb-dial control seemed to become as ubiquitous as the wristwatch.

In 2007 came the touch-screen iPhone, and later its miniature ?apps,? which made the phone a device not just for making calls but for managing money, storing photos, playing games and browsing the Web.

And in 2010, Jobs introduced the iPad, a tablet-sized, all-touch computer that took off even though market analysts said no one really needed one.

Earlier this month, Apple briefly surpassed Exxon Mobil as the most valuable company in America, with Apple stock on the open market worth more than other company?s.

Under Jobs, the company cloaked itself in secrecy to build frenzied anticipation for each of its new products. Jobs himself had a wizardly sense of what his customers wanted, and where demand didn?t exist, he leveraged a cult-like following to create it.

When he spoke at Apple presentations, almost always in faded blue jeans, sneakers and a black mock turtleneck, legions of Apple acolytes listened to every word. He often boasted about Apple successes, then coyly added a coda ? ?One more thing? ? before introducing its latest ambitious idea.

In recent years, Apple investors also watched these appearances for clues about his health.

In 2004, Jobs revealed that he had been diagnosed with ? and ?cured? of ? a rare form of operable pancreatic cancer called an islet cell neuroendocrine tumor. In early 2009, it became clear he was again ill.

Jobs took a half-year medical leave of absence starting in January 2009, during which he had a liver transplant. Last January, he announced another medical leave, his third, with no set duration. He returned to the spotlight briefly in March to personally unveil a second-generation iPad.

Jobs grew up in California and after finishing high school enrolled in Reed College in Portland, Oregon, but dropped out after a semester.

?All of my working-class parents? savings were being spent on my college tuition. After six months, I couldn?t see the value in it,? he said at a Stanford University commencement address in 2005. ?I had no idea what I wanted to do with my life and no idea how college was going to help me figure it out.?

When he returned to California in 1974, Jobs worked for video game maker Atari and attended meetings of a local computer club with Steve Wozniak, a high school friend who was a few years older.

Wozniak?s homemade computer drew attention from other enthusiasts, but Jobs saw its potential far beyond the geeky hobbyists of the time. The pair started Apple in Jobs? parents? garage in 1976. Their first creation was the Apple I ? essentially, the guts of a computer without a case, keyboard or monitor.

The Apple II, which hit the market in 1977, was their first machine for the masses. It became so popular that Jobs was worth $100 million by age 25. Time magazine put him on its cover for the first time in 1982.

During a 1979 visit to the Xerox Palo Alto Research Center, Jobs again spotted mass potential in a niche invention: a computer that allowed people to access files and control programs with the click of a mouse, not typed commands. He returned to Apple and ordered the team to copy what he had seen.

It foreshadowed a propensity to take other people?s concepts, improve on them and spin them into wildly successful products. Under Jobs, Apple didn?t invent computers, digital music players or smartphones ? it reinvented them for people who didn?t want to learn computer programming or negotiate the technical hassles of keeping their gadgets working.

Republicans seek new inquiry on NRC chairman (AP)

WASHINGTON ? Four Republican senators are asking the Nuclear Regulatory Commission's inspector general to investigate the agency's chairman for what they say is a continued pattern of withholding information from colleagues and acting unilaterally on the commission's behalf.

The GOP lawmakers say the latest example stems from NRC Chairman Gregory Jaczko's (YAHTS'-koh) declaration in March that Japan's nuclear crisis constituted an emergency in the United States.

Sens. James Inhofe of Oklahoma, John Barrasso of Wyoming, Jeff Sessions of Alabama and David Vitter of Louisiana said it is not clear that Jaczko had authority to make such a declaration, which grants him additional powers. The senators said they are not certain that Jaczko has rescinded the order, despite his public claims to the contrary.

An agency spokesman could not be immediately be reached.

Few health problems are caused by vaccines, IOM report finds

An analysis of more than 1,000 research articles concluded that few health problems are caused by or clearly associated with vaccines. A committee of experts convened by the Institute of Medicine to review the scientific literature on possible adverse effects of vaccines found convincing evidence of 14 health outcomes -- including seizures, inflammation of the brain, and fainting -- that can be caused by certain vaccines, although these outcomes occur rarely. It also found indicative though less clear data on associations between specific vaccines and four other effects, such as allergic reactions and temporary joint pain. In addition, the evidence shows there are no links between immunization and some serious conditions that have raised concerns, including Type 1 diabetes and autism. The data were inadequate to reach conclusions about other suggested adverse effects.

The review will help the U.S. Department of Health and Human Services (HHS) administer the Vaccine Injury Compensation Program (VICP). VICP is committed to using science-based evidence to inform its decisions about vaccine-related adverse effects, and HHS turned to IOM to provide a comprehensive review of study results on eight vaccines covered by the program. The report's findings will be useful to all stakeholders involved in vaccine compensation decisions, including VICP staff, people filing claims, special masters that rule on vaccine cases, and others.

Convincing evidence shows that the measles-mumps-rubella (MMR) vaccine can lead to fever-triggered seizures in some individuals, although these effects are almost always without long-term consequences, the report says. The MMR vaccine also can produce a rare form of brain inflammation in some people with severe immune system deficiencies. In a minority of patients, the varicella vaccine against chickenpox can induce brain swelling, pneumonia, hepatitis, meningitis, shingles, and chickenpox in immunocompromised patients as well as some who apparently have competent immune function, the committee found. The majority of these problems have occurred in individuals with immunodeficiencies, which increase individuals' susceptibility to the live viruses used in MMR and varicella. Six vaccines -- MMR, varicella, influenza, hepatitis B, meningococcal, and the tetanus-containing vaccines -- can trigger anaphylaxis, an allergic reaction that appears shortly after injection. And, in general, the injection of vaccines can trigger fainting and inflammation of the shoulder, the committee noted.

The evidence suggests that certain vaccines can lead to four other adverse effects, although the data on these links are not as convincing, the report says. The MMR vaccine appears to trigger short-term joint pain in some women and children. Some people can experience anaphylaxis after receiving the HPV vaccine. And certain influenza vaccines used abroad have resulted in a mild, temporary oculo-respiratory syndrome characterized by conjunctivitis, facial swelling, and mild respiratory symptoms.

The committee's review also concluded that certain vaccines are not linked to four specific conditions. The MMR vaccine and diphtheria-tetanus-acellular pertussis (DTaP) do not cause Type 1 diabetes, and the MMR vaccine does not cause autism, according to the results of several studies. The evidence shows that the flu shot does not cause Bell's palsy or exacerbate asthma. Suggestions that vaccines can lead to these serious health problems have contributed to parental concerns about immunization for their children.

Establishing a cause-and-effect relationship between an agent and a health outcome requires solid evidence. The committee's conclusions are based on the strengths and weaknesses of several types of evidence, including biological, clinical, and epidemiological research. In many cases of suggested vaccine-related adverse outcomes, there is too little evidence, or the available evidence offers conflicting results or is otherwise inadequate to draw conclusions.

"With the start of the new school year, it's time to ensure that children are up to date on their immunizations, making this report's findings about the safety of these eight vaccines particularly timely," said committee chair Ellen Wright Clayton, professor of pediatrics and law, and director, Center for Biomedical Ethics and Society, Vanderbilt University, Nashville, Tenn. "The findings should be reassuring to parents that few health problems are clearly connected to immunizations, and these effects occur relatively rarely. And repeated study has made clear that some health problems are not caused by vaccines."

In accordance with its charge, the committee focused solely on findings about potential risks of immunizations. It did not examine information that would have allowed it to draw conclusions about the ratio of benefits to risks. However, the committee members noted that deaths and disability due to infectious diseases have been dramatically reduced over the last century since the majority of vaccines were developed and brought into widespread use.

People are talking about new technological solutions to problems like rising prices for business travel and the complications inherent in efficient booking of airfares and hotels.

Before we get into that, though, there are a few basic solutions I?d like to see. First, convention hotels. I?m at the Hyatt Regency, one of about 20 hotels designated for the roughly 6,000 corporate travel managers and suppliers in attendance.

The nightly room rate is $245, not counting various local taxes that are added at checkout. After the convention leaves town, the same hotel room goes for $144. Meanwhile, the price for Internet service, which is remarkably sluggish, is $12.95 a day.

At a news conference to announce new mobile technology solutions on Monday morning, Herv? Sedky, the senior vice president for the American Express business travel division, mentioned Wi-Fi service because that is often prenegotiated with hotels by meeting planners. Those who attend big conventions that bring in tons of money ?should not be paying extra for Wi-Fi,? he said.

Another problem that needs solving is the sharply rising cost of business travel, which accounts for about $240 billion a year in domestic spending.

American Express said on Monday that the average domestic one-way airfare increased 8 percent, to $260, in the second quarter compared with the price in the quarter a year earlier. The average international one-way fare increased 9 percent, to $1,810. Domestic hotel rates were up 3 percent, to an average of $156, and international hotel rates rose 11 percent, to $258.

One area of talk about travel solutions has caught my attention here came from John S. Pistole, the administrator of the Transportation Security Administration.

Mr. Pistole gave a well-received speech Sunday night in which he expounded on an agency initiative to ?transform how aviation security works in the U.S.? That?s being done through greater reliance on multiple layers of security ? and not just some blue-uniformed screener intimately patting down an elderly woman tottering next to her wheelchair, which was the last sight I had of aviation security before departing from the Tucson airport for Denver early Sunday.

I recently wrote here about a initiative being tested at Boston Logan International Airport. That involves a greater use of what the agency calls behavioral detection officers, who will engage some passengers, many randomly selected, in conversation to determine who might be acting oddly enough to warrant a more thorough look at the checkpoint. This is based in part on the Israeli system of passenger interrogation, though of course the Israelis screen far fewer passengers than the 1.8 million people a day the T.S.A. puts through its checkpoints.

Another solution, which I also wrote about here recently, involves tests to start next month at two airports of a so-called trusted traveler program, in which frequent travelers who agree to provide extra personal information for background checks can qualify for ?enhanced? security clearance, based on the idea that ?travelers we know the best and trust the most? don?t need as much scrutiny as others who have not qualified for the program, Mr. Pistole said. But even the trusted travelers would go through basic security and would also be subject to random full-bore inspection.

The agency had not discussed what, exactly, an enhanced security process would entail. However, Mr. Pistole did say that it would most likely involve ?a dedicated lane, the ability to keep shoes on, and possibly keeping laptops in carry-on bags.?

Now, that would be an actual solution, from my point of view. For example, as a trusted traveler, I could then wear my cowboy boots to the airport, which I can?t do now because it?s such a production to tug them off in a line of impatient fellow-travelers.

The convention continues through Wednesday, so I?ll catch up on developments in another column. Meanwhile, I have to go find lunch. I had a bite of a dry bagel at the convention center this morning, and it was so bad that I had to toss it in the trash.

Now there?s a travel solution someone could work on: making a decent bagel outside of the Northeast and Los Angeles. How hard could that be?
