As the government is aware that US sanctions may hamper financing for the Iran-Pakistan gas pipeline project, it has decided to place a request before the new Iranian government for completely financing the vital energy project.

Iran had committed to the previous PPP-led government a loan of $500 million for laying the pipeline in Pakistan, which would cost more than $1 billion. The two governments also agreed to award construction contract to Iranian firm Tadbir Energy. However, the contract could not be signed in the absence of sovereign guarantees by Pakistan.

Speaking to the media here on Friday, Petroleum Minister Shahid Khaqan Abbasi stressed that the government would continue work on the IP gas pipeline and ?we will discuss the project with the new Iranian cabinet for seeking the entire financing.?

Iran was facing sanctions and the Foreign Office had been asked to assess the impact of US curbs on the project, he said. Turkey and Armenia are already getting supplies from Iran.

LNG terminal

Talking about liquefied natural gas (LNG) import from Qatar, Abbasi said Qatari government had asked Pakistan to build an LNG terminal before going for a gas supply deal. So far, no agreement had been signed for LNG import from Qatar, he clarified.

?I visited Qatar along with Punjab chief minister, but the Qatari energy minister asked us to give a commitment that LNG terminal will be built first,? he said.

Many countries have set up terminals first and then signed the gas supply deal. ?We will follow this model,? Abbasi said.

The consultant for LNG import has proposed that Pakistan bring the Asian Development Bank (ADB) on board for guarantees in an effort to avoid providing government guarantees.

?We want LNG suppliers to accept guarantees provided by gas companies rather than government guarantees,? he said and declared that Pakistan would not import LNG from Qatar if the price was not feasible.

He made it clear that the government would not explore the option of striking a state-to-state deal for LNG import from Qatar and said Doha had varying gas price agreements with different countries.

Earlier, it provided LNG at $2 to $3 per million British thermal units (mmbtu) to Japan, which has now signed a deal at $16 to $17 per mmbtu. Similarly, India had struck an initial deal at $3 per mmbtu, but now it reached an agreement at $19 per mmbtu.

India has also expressed interest in exporting LNG to Pakistan but has demanded a higher price, which Abbasi said was not acceptable. ?We have asked India to revise the price.?

According to the minister, bids will be invited for import of 200 million cubic feet per day of LNG on fast track through a terminal along with a jetty. In this programme, five parties are interested who claim that they will be able to bring LNG in six to eight months.

He expected the government to sign a 10-year contract with the successful bidder and tolling charges would be paid to the terminal owner. ?LNG imports will start in mid-October under this project,? he expressed the hope.

In the second option, Sui Southern Gas Company (SSGC) had invited bids for starting work on a retrofit project for LNG import. In this programme, SSGC will convert Progas LPG terminal into an LNG handing facility. Technical bids had been opened, but financial bids were not.

?We have asked SSGC board of directors to examine the financial bids. The government will push ahead with this project if it is technically and financially feasible,? he said.

4Gas Asia has qualified for it and, according to Abbasi, PPRA rules also allowed the award of contract to a single supplier.

Apart from this, two offshore projects of 500 mmcfd each were under consideration, which could be at Port Bin Qasim or Gwadar Port. ?We can save $500 to $700 million per annum if we change fuel (from oil to gas),? he added.

Google Leans on Motorola With Hardware Push

As Google Inc. pushes deeper into hardware, the Internet search giant is pulling Motorola Mobility closer even as it tries to assure device partners that the phone maker won't have an unfair advantage.

After spending $12.5 billion to buy Motorola last year mainly for its patents, Google is forming tighter connections with the cellphone manufacturer, even debating whether it could be used to produce products like Google Glass, the company's wearable computer.

The highly anticipated Moto X smartphone unveiled Thursday, the company's first phone to be produced under Google's guidance, shows that the process isn't a straight line. The phone doesn't, for instance, feature the latest version of Google's Android operating system.

The effort is a tricky balancing act for Google, whose Android software has become the leading smartphone operating system largely because it was open to multiple device makers. A growing commitment to the hardware business risks upsetting relations with those partners. But it also provides a hedge as a growing percentage of Android devices are made by Samsung Electronics Co., which is working to develop its own operating system.

Already Motorola is helping with other hardware projects at Google. Dennis Woodside, Motorola's chief executive, said the company's supply chain head Mark Randall is helping Google think through manufacturing issues for Google Glass and one day might handle production outright.

"It could someday be an opportunity," Mr. Woodside said.

Google agreed to buy Motorola two years ago when its handset manufacturers were beginning to be entangled in patent disputes around the world with iPhone maker Apple Inc. and others. It was Google CEO Larry Page's biggest acquisition to date. One year into the turnaround, Motorola's market share has declined while its losses have grown.

Motorola's share of the global smartphone market has shrunk to around 1% in the first quarter of 2013, down from 3.8% at the end of 2011, according to tech research firm IDC.

There were culture clashes as well. Andy Rubin, who led Android operations for eight years at Google until this March, supported keeping Android as an open platform and opposed embracing Motorola more closely, people familiar with the matter said.

Some Motorola workers who had developed close relationships with Google employees while working on products before the acquisition found their emails went unreturned after the takeover, the people said.

Those tensions were felt during the development of the Moto X, which Motorola's new bosses from Google singled out to develop as its flagship device. Developers of the phone were able to work closely with other parts of Google, but when they sought help from the Android team they often received no response, people who worked there said.

There were significant concerns that the Chrome Web browser app wouldn't be able to come preinstalled on the Moto X, because developers couldn't get information they needed from Google as to how it would function on the device, said a person familiar with the project. The problems were eventually sorted out, however, and the Chrome app is the preinstalled browser on the Moto X.

Not having a strong relationship may have prevented Motorola from incorporating the latest version of Android, said two people familiar with the matter. Motorola executives say the Moto X will soon receive the software through an over-the-air upgrade. Google's Nexus, a tablet made by Google, will be the first device to ship with the new Android. It was available for pre-ordering July 30.

Rick Osterloh, Motorola's senior vice president of product management, demos some key features of the brand new phone and discuss Motorola's strategy in a competitive smartphone market.

"It's not like we were equally disadvantaged?we were more disadvantaged," one former Motorola employee said.

When Mr. Rubin stepped down as head of Android in March and was replaced by Sundar Pichai, who is also the head of Google's Chrome and Apps business, the move signaled to those inside Motorola that the relationship with the Android team would improve.

Google declined to make Mr. Rubin available for an interview. In an interview this week, Motorola CEO Mr. Woodside rejected the notion of a bad relationship between the companies under Mr. Rubin.

He chalked up Motorola's inability to get the latest version of Android on its new phone to bad timing and said it shows that the company is independent from its parent.

"The relationship is good," Mr. Woodside said. "I don't believe there were issues there."

Mr. Woodside has spent much of the past year overhauling Motorola and tying it closer to Google. About 70 Google employees have moved over to work for Motorola, taking roles in engineering, marketing and general business functions.

Steve Horowitz, Motorola's senior vice president of software engineering, was formerly a Google executive responsible for the creation of its Android operating system software. Lior Ron, a former Google product manager, helped lead the development of the Moto X.

Mr. Woodside and most of the rest of the team are based in Sunnyvale, Calif., about a 10-minute drive from Google's headquarters in Mountain View. The CEO said he doesn't expect to lay off any more employees.

Mr. Woodside, Google's top U.S. salesperson before getting his current job, acknowledged he isn't a hardware expert. To improve his knowledge, he has met with Motorola engineers who have schooled him in matters such as cellphone acoustics.

"It's been a self-education process," he said.

Luis A. Ubi?as Reflects On Six Years As President Of The Ford Foundation

Earlier this year,?Ford Foundation?president Luis A. Ubi?as announced his plan to leave the foundation this September. In a message to foundation staff, Ubi?as said, ?One of the hardest things for a leader is to know when to step down. I believe it is when he has given as much as he can to the institution he leads. After a period of profound transformation, both in our society and at the Ford Foundation, that moment has come for me.??

In a wide-ranging interview with Rahim Kanani of the Skoll World Forum, Ubi?as reflects on his tenure at the foundation, the state of philanthropy today, measuring and evaluating long-term progress, critical lessons in leadership, and much more.

Rahim Kanani:?When you first arrived at the Ford Foundation six years ago, was the position of president what you expected it to be?

Luis A. Ubi?as:?I had a couple of advantages that allowed me to know and appreciate Ford even before I officially began as president. First, the foundation was a transformative force in my own life. From its support for Head Start to its work to ensure college access, Ford?s work has made the life I have led possible. So I was intimately familiar with the importance and impact of its work, in a very fundamental way, and that was an enormously helpful touchstone for me and has remained so. I also had the chance, in the months prior to my official arrival, to travel to some of our regional offices. These visits to China and Mexico showed me the depth of our work and relationships we have on the ground, and I never forgot how valuable it is that we continue to work close to the problems we seek to address. ?Last, I conducted over 200 interviews with domestic and international stakeholders from across the Ford ecosystem to understand both the challenges and opportunities I would face as I entered the job.

The knowledge I gained from all of these interactions was invaluable to me and helped guide my expectations and aspirations for the role I was about to assume.

Rahim Kanani:?We talk about the first 100 days in the context of the U.S. presidency, but in your case, what were some of the first policies or practices you wanted to implement in order to move the foundation forward and set the stage for your tenure?

Luis A. Ubi?as:?Shortly after I began, we undertook a strategy setting process to ensure that the Ford Foundation?s grant making was clearly focused on addressing the challenges of the next generation. Our goal was to produce a set of impact-oriented strategies that looked forward while also building upon Ford?s nearly 75-year history of leading social change around the world. Right from the start, we were determined to conduct a collaborative process, and we consulted with more than 4,000 leaders and partners in every sector, from nonprofits and government to business and academia. The result was a comprehensive set of new strategies for the foundation guided by clear goals, ways of working and partnership requirements. Just as important, the effort drove a profound recommitment to the mission and values that have long defined the Ford Foundation.

This process was led internally at every step by Ford?s own staff, and I think it did the most to set the stage for my tenure. In essence, we were working very hard to ensure that all our resources?our staff, funding, and reputation?were aligned in the most effective way to achieve our mission. It has made an enormous difference in the way we do our work.

Rahim Kanani:?Throughout those 6 years, what were some of the key initiatives you spearheaded, and what kind of impact have they had?

Luis A. Ubi?as:?Every part of the strategy setting effort I just described was done exactly for this reason?to help us achieve our mission and increase the impact of our work. I?m very proud of the early results, even while knowing that the nature of our long-term work means some results will take many years or even decades to reveal themselves. Our campaigns?More and Better Learning Time and Girls Not Brides, among others?are helping to shape national and global dialogues and are already making a difference to millions on the ground. We expanded funding to civil rights organizations, helping them to emerge from the recession stronger than before. We funded immigration reform when the issue seemed dormant, so that our grantees would be ready if the issue reemerged, which of course it has. We?ve become a leading funder of LGBT rights. We joined with both Republican and Democratic governors from across the country to begin to change how social safety net benefits are delivered to the poor. We worked in places as diverse as Brazil and South Africa to add asset building to conditional cash transfer programs. JustFilms and our work in media are bringing social justice issues into the consciousness of millions. ArtPlace is renewing our commitment to arts venues around the country, in both rural and urban areas, anchoring regional development with arts facilities.? I could go on, but the lesson learned was that clear goals, well thought out strategies and operating discipline yield results in philanthropy as they do in other sectors.

Rahim Kanani:?Is there one particular effort or program that you look back upon and are most proud of?

Luis A. Ubi?as:?You know, it?s almost hard to believe now, but when I was selected to serve as president of the foundation in 2007, the economic crisis was still off on the horizon. And that ensuing Great Recession had a profound impact on our work and the work of nearly everyone else. But as I look back, I?m very proud that we did more than simply respond to the economic crisis?we saw it as an opportunity to build for the future, to ensure our resources were focused where they could do the most good: in the field with grantees. We restructured our operations, moving tens of millions of dollars per year from internal spending into our external program budget, bringing our own operating spending back to 1993 levels. We reformed our operating practices to be more responsive and supportive to grantees. We made current every major technology system to ensure we had the best tools available for our work. We reinvested more than 80 percent of the endowment, adding return while reducing volatility. In the process we moved from an endowment low in early 2009 of $8 billion to nearly $11 billion today. We renovated nine of our ten international offices and our New York office to make them convening centers. All of this took enormous courage and commitment ? from our staff and our Board ? and I?m deeply proud that my successor can hit the ground running, continuing the work of this great institution.

Rahim Kanani:?Looking at giving more broadly, if you were to give us the 30,000 foot view, how would you characterize the state of philanthropy today?

Luis A. Ubi?as:?The philanthropic sector is a fundamentally changed place, with an array of new and more established philanthropic organizations and approaches. This broadening of approaches is an important and powerful shift. The scale and complexity of the problems we are seeking to solve really demand a diversity of givers, approaches and strategies for change. What each of us owes the sector is a focus on results, clarity about our own strategies and candid discussions about what we?re learning. The collective result of that diversity and experimentation holds great potential for progress.

But in addition to the impact of our work, I have also thought a lot about how we do our work. Having come from the private sector, I?m sensitive to the old stereotype that nonprofit organizations have good intentions but will never be a source of managerial excellence or innovation. The insidious effect of that stereotype is that many simply assume that nonprofits cannot be expected to perform at the level of their corporate counterparts.

I reject that outright. I have been deeply impressed by many of the nonprofit leaders we?ve partnered with, not simply because of their values or aspirations, but because of the managerial expertise and leadership they bring to their organizations. It?s also why I am so deeply proud of the process our staff led right here at Ford. We pushed right back against the mistaken notion that large nonprofit organizations are somehow unmanageable or too complex to run efficiently. Monster galaxies lose their appetite with age

[unable to retrieve full-text content]Our universe is filled with gobs of galaxies, bound together by gravity into larger families called clusters. Lying at the heart of most clusters is a monster galaxy thought to grow in size by merging with neighboring galaxies, a process astronomers call galactic cannibalism. New research from NASA's Spitzer Space Telescope and Wide-field Infrared Survey Explorer (WISE) is showing that, contrary to previous theories, these gargantuan galaxies appear to slow their growth over time, feeding less and less off neighboring galaxies.

Opening camp: Florida Gators

Schedule: The Gators being practice on Friday with a split squad schedule. The first group will go at 6 a.m. ET, while the second group will go at 6 p.m. ET. Florida will hold open practice on Aug. 15, 17, 19 and 20. The first day in full pads will be Tuesday, Aug 6.

On the mend: Quarterback Jeff Driskel is expected to miss two weeks after undergoing appendectomy surgery on Tuesday. Hybrid linebacker/defensive end Ronald Powell is returning from two ACL injuries that cost him his entire 2012 season. Linebacker Matt Rolin (knee) and Trip Thurman (shoulder) could be limited during fall practice. Linebacker Alex Anzalone should be healed from his spring shoulder injury.

Key battle: Florida has to find consistent pass-catchers on offense. Junior wide receiver Quinton Dunbar stuck out as the top receiver, but there isn't much experience after him. Someone has to step up to be a consistent receiving threat for Driskel. True freshman Demarcus Robinson turned some heads this spring, but he has to get more familiar with the playbook. Latroy Pittman has to play with the same attitude he had last spring, too. The Gators will also work with four more true freshman receivers this fall. At tight end, the Gators are hoping Kent Taylor or Clay Burton develop into a real receiving threats, while Colin Thompson expands his role beyond being mostly a blocker.

Of note: Last year, running back Mike Gillislee became Florida's first 1,000-yard rusher (1,152) since Ciatrick Fason in 2004. Florida has never had back-to-back years with 1,000-yard rushers in school history. Sophomore Matt Jones replaces Gillislee at running back this fall.

Predicted order of finish at media days: Picked third in the SEC East at SEC media days.

They said it: Driskel on what his wide receivers think about being looked down upon heading into the fall: "It's an insult. It really is. That's what they do -- they're football players -- and anytime people say that you're not good at what you do, you're going to be insulted. They've really taken it upon themselves to really improve this year and really prove everyone wrong."

Instead, there was an adorable kitty, a placeholder headline, and the word test over and over again.
