Activist Erin Brockovich Speaks At Fridley Cancer Meeting ? CBS ...

MINNEAPOLIS (WCCO) ? Fridley residents got some star-power behind them Wednesday night as they continue to look for answers to why their city has such high cancer rates.

Erin Brockovich told city residents in a meeting that she?s concerned about the safety of their soil, air and water. The environmental activist wants to investigate the matter more closely and will start by finding out more about their individual cancer cases.

Fridley?s cancer rate is 7.6 percent higher than the average for the rest of Minnesota. The state blames that on a large number of lung cancer cases caused by smoking.

But some residents (and Brockovich) think there may be more to it.

?It won?t be easy,? Brockovich told the group. ?It won?t happen overnight. We?re not going to misguide you in any way. We?re not angry at anybody. We?re not here to mudsling. We want to work with everybody.?

Julie Roberts played the environmental activist in the film ?Erin Brokovich.? Brockovich pursued legal action against a California utility for allegedly contaminating groundwater, and won.

Next up, in a place as big as some high schools, things sometimes go missing or are misplaced. But have you ever heard of a bomb shelter disappearing? A hidden room was discovered this week at Placer High School in Auburn, California, during a renovation of the school's weight room. Behind a small locked door, there was a stash of survival items around 60 years old.

The emergency supplies of food, water, and medicine brought to mind the Cold War era. Fearing nuclear attacks, communities built bomb shelters in homes and public buildings; they were quite common at the time. However, as the threat faded and the need for the shelters waned, some of them were abandoned or simply forgotten.

A school representative said, "I guess over time people didn't touch it. It's not really an accessible room, so it just kind of got left." So what will happen to the space now? The school says it may install a glass wall and showcase the shelter as a time-capsule, living-history classroom for future students.

We know you just couldn't wait to hear what Katy Perry had to say about her new video for "Wide Awake," so the clip and an exclusive interview with the pop star are coming your way a little early. Katy Perry's "Wide Awake" video will get its big TV debut during "MTV First: Katy Perry."

The video will make its worldwide debut on MTV tonight at 7:53 p.m. ET, with an exclusive 30-minute interview with Katy and MTV's Sway Calloway to follow on MTV.com. She'll reveal all about the track, which she wrote for her upcoming 3-D concert film "Katy Perry: Part of Me."

"I just wanted to tell a story about myself going through this journey, maybe sometimes trying to get out of the maze," Perry says in the interview about the dreamy video. "There's good parts; there's bad parts. Of course, there has been a lot of things that went on last year that I had to get through and overcome. I think what probably kept me going is just the purity of my belief in music."

While she will have more to say about the song during the full interview, she did share that she had a lot of stuff she wanted to say when she sat down to write it. "I love this song so much," she said. "It was a song that I hadn't written for Teenage Dream. I was doing this movie and they asked me if I wanted to write an end-title song for the movie and I was like, 'I know exactly what I want to say.' I was really kind of dying to write another song at that point. I didn't want to wait until I did a whole new record, and it's kind of the perfect last word of me at this moment."

The new clip — which not only closes the book on her incredible Teenage Dream run, but follows a fairytale story line — will also debut on VH1, Logo and TeenNick, in addition to MTV.com, VH1.com and LOGOtv.com.

Obama policy to spare many youths from deportation

WASHINGTON (AP) ? President Barack Obama eased enforcement of immigration laws Friday, offering a chance for hundreds of thousands of illegal immigrants to stay in the country and work. Immediately embraced by Hispanics, the extraordinary step touched off an election-year confrontation with congressional Republicans.

"Let's be clear, this is not amnesty, this is not immunity, this is not a path to citizenship, this is not a permanent fix," Obama said from the White House Rose Garden. "This is the right thing to do."

The policy change will affect as many as 800,000 immigrants who have lived in fear of deportation. It bypasses Congress and partially achieves the goals of the "DREAM Act," congressional legislation that would establish a path toward citizenship for young people who came to the United States illegally but who attend college or join the military.

Under the administration plan, illegal immigrants will be immune from deportation if they were brought to the United States before they turned 16 and are younger than 30, have been in the country for at least five continuous years, have no criminal history, graduated from a U.S. high school or earned a GED or served in the military. They also can apply for a work permit that will be good for two years with no limits on how many times it can be renewed.

Obama said the change would become effective immediately to "lift the shadow of deportation from these young people."

The move comes in an election year in which the Hispanic vote could be critical in swing states like Colorado, Nevada and Florida. While Obama enjoys support from a majority of Hispanic voters, Latino enthusiasm for the president has been tempered by the slow economic recovery, his inability to win congressional support for a broad overhaul of immigration laws and by his administration's aggressive deportation policy.

The step, to be carried out by the Department of Homeland Security, comes one week before Obama plans to address the National Association of Latino Elected and Appointed Officials' annual conference in Orlando, Fla. Republican presidential challenger Mitt Romney is to speak to the group on Thursday.

"Many of these young people have already contributed to our country in significant ways," Homeland Security Secretary Janet Napolitano wrote in a memorandum describing the administration's action. "Prosecutorial discretion, which is used in so many other areas, is especially justified here."

The policy closely tracks a proposal being drafted by Republican Sen. Marco Rubio of Florida, a potential vice presidential running mate for Romney, as an alternative to the DREAM Act, formally the Development, Relief and Education of Alien Minors Act.

While many Republican lawmakers decried the Obama administration's move, Rubio offered a tempered response.

"Today's announcement will be welcome news for many of these kids desperate for an answer, but it is a short-term answer to a long-term problem," Rubio said in a statement. "And by once again ignoring the Constitution and going around Congress, this short-term policy will make it harder to find a balanced and responsible long-term one."

The change drew a swift repudiation from Republican lawmakers, who accused Obama of circumventing Congress in an effort to boost his political standing and of favoring illegal immigrants over unemployed U.S. citizens.

"President Obama and his administration once again have put partisan politics and illegal immigrants ahead of the rule of law and the American people," Rep. Lamar Smith of Texas, GOP chairman of the House Judiciary Committee, said in a statement.

Republicans including Romney say they want tighter border security measures before they will consider changes in immigration law. Romney opposes offering legal status to illegal immigrants who attend college but has said he would do so for those who serve in the armed forces.

Praise for the new policy was also swift. Sen. Dick Durbin of Illinois, the No. 2 Senate Democrat, called the decision "an historic humanitarian moment" and compared it to the decision two decades ago to give political asylum to Cuban refugees fleeing the communist island. "This is at least a reflection of that moment in history."

In New York, Mayor Michael Bloomberg said, "Ending deportations of innocent young people who have the potential to drive tomorrow's economy is long overdue, as are many commonsense reforms needed to center our immigration policy around our economic needs."

Midway through his remarks, Obama was interrupted by a reporter from a conservative online publication, Neil Munro of the Daily Caller, who shouted, "Why do you favor foreigners over American workers?" Clearly irritated, Obama said that he was explaining the policy, not looking for an argument, and that the change was the "right thing to do for the American people."

Napolitano said Friday the decision "is well within the framework of our existing laws."

"We should not forget that we are a nation of laws and a nation of immigrants," she said. "With respect to these young people, deferred action, the decision I announced today, is simply the right thing to do."

The Obama administration's deportation policies have come under fire, and Latino leaders have raised the subject in private meetings with the president. In 2011, Immigration and Customs Enforcement deported a record 396,906 people and is expected to deport about 400,000 this year.

A December poll by the Pew Hispanic Center showed that 59 percent of Latinos disapproved of the president's handling of deportations.

The administration announcement comes ahead of an expected Supreme Court decision on Arizona's tough 2010 immigration law that, among other things, requires police to ask for immigration papers from anyone they stop or arrest and suspect is in the country illegally. The Obama administration has challenged the law.

The exact details of how the program will work, including how much immigrants will have to pay to apply and what proof they will need, still are being worked out.

Administration officials stopped short of calling the change an administrative DREAM Act, but the qualifications track with those laid out in a 2010 version that failed in the Senate after passing in the House. They said comprehensive overhaul of the immigration system remained an administration priority.

Illegal immigrant children won't be eligible to apply for the deportation waiver until they turn 16, but officials said younger children won't be deported, either.

'Coup' claim as Egypt court orders parliament dissolved

Judges appointed by Hosni Mubarak dissolved the Islamist-dominated parliament Thursday and ruled that Mubarak's former prime minister can stand in the presidential runoff this weekend ? setting the stage for the military and remnants of the old regime to stay in power.

The rulings effectively erase the tenuous progress from the past year's troubled transition, leaving Egypt with no parliament and concentrating rule even more firmly in the hands of the military generals who took power after Mubarak's ouster.

The fundamentalist Muslim Brotherhood, which stands to lose the most from the rulings, called the moves a coup and vowed to rally the street against the ruling military and former prime minister Ahmed Shafiq, the presidential candidate seen by critics as a favorite of the generals and a symbol of Mubarak's autocratic rule.

As night fell, a crowd of protesters was rapidly growing in Cairo's Tahrir Square, birthplace of the uprising that toppled Mubarak last year.

Senior Brotherhood leader and lawmaker Mohammed el-Beltagy said the rulings amounted to a "full-fledged coup."

"This is the Egypt that Shafiq and the military council want and which I will not accept no matter how dear the price is," he wrote on his Facebook page.

The decisions were a heavy blow to the Brotherhood. In the parliamentary elections late last year ? Egypt's first democratic ones in generations ? the Brotherhood vaulted to become the biggest party in the legislature, with half the seats, alongside more conservative Islamists who took another 20 percent. It is hoping to win the presidency as well with its candidate, Mohammed Morsi, in this weekend's presidential run-off against Shafiq. The rulings now take away their power base in parliament and boost Shafiq.

But the court rulings also derail the broader transition to democracy, said rights lawyer Hossam Bahgat.

"The military placed all powers in its hands. The entire process has been undermined beyond repair," Bahgat said. "They now have the legislative and the executive powers in their hands and there is a big likelihood that the military-backed candidate (Shafiq) is going to win. It is a soft military coup that unfortunately many people will support out of fear of an Islamist takeover of the state."

A day earlier, the military-appointed government gave the military police and intelligence the right to arrest civilians for a range of vague crimes such as disrupting traffic and the economy that would give it a mandate to crack down on protests. Many saw the move as evidence the generals are aiming to hold on to power beyond the July 1 deadline they announced for handing it over to a civilian president.

Throughout the day Thursday, military armored vehicles circulated through the streets of Cairo, playing patriotic songs, as soldiers passed out leaflets urging passers-by to vote in the presidential run-off Saturday and Sunday. The rulings also mean that the next president of Egypt will be sworn before the generals who took over from Mubarak 16 months ago rather than parliament.

After the Supreme Constitutional Court's decision was announced, a visibly energized Shafiq spoke at a rally that had the trappings of a victory celebration. Supporters chanted "We love you, Mr. President," and the 70-year-old Shafiq blew kisses to them. In his address, he lavished praise on the military and said he hoped for a dramatic shakeup in the makeup of the next parliament.

"We want a parliament that realistically represents all segments of the Egyptian people and a civil state whose borders and legitimacy are protected by our valiant armed forces," said Shafiq, a longtime friend of Mubarak and a self-confessed admirer of the ousted leader.

The race for the presidency has already deeply polarized the country. The anti-Shafiq camp views him as an extension of Mubarak's authoritarian regime. The anti-Morsi camp fears he and the Brotherhood will turn Egypt into an Islamic state and curtail freedoms if he wins. Leftist, liberal and secular Egyptians who first launched the pro-democracy uprising against Mubarak bemoaned the choice and some talked of a boycott.

Now they and the Brotherhood were all accusing the military of using the constitutional court as a proxy to change the rules of the game.

In its decisions Thursday, the Supreme Constitutional Court ruled that a third of the legislature was elected illegally. As a result, it says in its explanation of the ruling, "the makeup of the entire chamber is illegal and, consequently, it does not legally stand."

The explanation was carried by Egypt's official news agency and confirmed to The Associated Press by one of the court's judges, Maher Sami Youssef.

The law governing the parliamentary elections was ruled unconstitutional by a lower court because it breached the principle of equality when it allowed party members to contest a third of seats set aside for independents. The remaining two thirds were contested by party slates.

In a separate ruling, the court said Shafiq could stay in the presidential race, rejecting a law passed by parliament last month that barred prominent figures from the old regime from running for office.

Defenders of the law argued that after a revolution aimed at removing Mubarak's rule, parliament had a right to prevent regime members from returning to power. Opponents of the law called it political revenge targeting Shafiq. The court said the law was not based on "objective grounds" and was discriminatory, violating "the principle of equality."

"This historic ruling sends the message that the era of score-settling and tailor-made law is over," Shafiq said at his rally.

Now, elections will have to be organized to choose a new parliament ? and the Brotherhood is in a weaker position than it was during its powerful showing in the first election, held over three months starting last November.

After its election victory, the Brotherhood tried to translate those gains into governing power but was repeatedly stymied by the military's grip.

At the same time, there has been widespread public dissatisfaction with the Islamist-led parliament, which many criticized as ineffective. The Brotherhood's popularity has also declined because of moves that critics saw as attempts to monopolize the political scene and advance its own power. It angered liberals, leftists and secular Egyptians when it and other Islamists tried to dominate a parliament-created panel tasked with writing the next constitution. The panel was dissolved by court order, and a new one had yet to be appointed.

The dissolution of parliament now raises the possibility the military council could appoint the panel, a step that would fuel accusations that it is hijacking the process.

The legal adviser of the Freedom and Justice Party, the Brotherhood's political arm, said the court rulings were "political," lamenting the outgoing legislature as the country's "only legitimate and elected body."

"They are hoping to hand it over to Ahmed Shafiq and make him the only legal authority in the absence of parliament. The people will not accept this and we will isolate the toppled regime," Mukhtar el-Ashry said in a posting on the party's website.

A moderate Islamist and a former presidential candidate, Abdel-Moneim Abolfotoh, said the rulings amounted to a "coup" and warned that the youth, pro-democracy groups that engineered the uprising that toppled Mubarak last year would protest the court's rulings.

"Those who believe that the millions of young people will let this pass are fooling themselves," he wrote on his Twitter account.

Giant celestial disk hard to explain

Star's oversized debris ring challenges theories of planet formation

ANCHORAGE, Alaska ? About 80 light-years away, an enormous, dusty ring swirls around a sunlike star, with a defined inner edge that is probably sculpted by a planet orbiting at 140 times Earth?s distance from the sun.

A planet located so far from a sunlike star presents an astronomical conundrum.

?How do you get a planet out that far? We don?t know how to form something out there,? astronomer Karl Stapelfeldt of NASA?s Goddard Space Flight Center in Greenbelt, Md., said on June 14 at the 220th Meeting of the American Astronomical Society.

Stapelfeldt and a team led by John Krist of the Jet Propulsion Laboratory in Pasadena, Calif., used the Hubble Space Telescope to study 10 stars suspected of hosting large debris disks. Hubble? saw a ring around only one, HD 202862, which resides near the southern constellations Grus and Microscopium.

Everything about the dusty circle ? the biggest ever observed around a solar cousin ? is huge. In places, the ring itself is 70 times wider than the Earth-sun distance, called an astronomical unit. From end to end, the debris disk is roughly 400 astronomical units long ? larger than the well-known ring surrounding the star Fomalhaut. Like that ring, the newly observed one is also groomed by a celestial gardener ? the planet lives about 140 astronomical units from HD 202862.

This planet hasn?t yet been observed, but Stapelfeldt speculates that it might be several times more massive than Jupiter. ?You can?t get a structure like this, and have it last for a long period of time, unless something keeps all the particles? orbits lined up,? he said.

Such distantly orbiting planets challenge theories describing planet formation, especially around sunlike stars. Debris disks around these stars don?t contain enough material to grow a planet so far away. ?The formation of wide-orbit planets is particularly not well-understood,? says astrophysicist Aaron Boley of the University of Florida, who studies the Fomalhaut system and its far-flung ringscaping planets.? ?To build a complete understanding of planet formation, we must understand the architecture of planetary systems, which includes planets that are at very large stellar separations.?

Both Boley and Krist?s team suggest that the planet living around HD 202682 may have formed closer to the star, then migrated outward. But, Stapelfeldt says, that process would have had to be unusually gentle. ?If you did something violent and you threw the planet out there, its gravity would tear up the ring,? he said. ?You wouldn?t expect to have something like this left over.?

Marriage: effort or consequence? : Segullah

With a recent family wedding under my belt, several friends? recent engagements and my own wedding anniversary on Monday ? I?ve got love on the brain.

When I went on my first date with my now husband, Nathaniel, I wasn?t thinking about marriage. In fact, I wasn?t even initially sure it was a date. To say the least, things went so well that Friday night that we were out again the next night. A kiss followed on Sunday and by Monday, we were talking about marriage.

As insane as I found it myself, a few months later we were engaged. Everyone that knew us personally was supportive and even thrilled. From strangers we heard almost constant ?You?re so young!? or of course, the strained, forced ?congratulations.?

We were warned almost constantly about how difficult the first year of marriage was. But for us, marriage was easier than being engaged.

We often joke that if our first year was the worst year, we?re set for life. Of course, when we share that with others they tell us it?s because ?we?re in the honeymoon stage.?

Now after two years, if I?m talking positively about my marriage ?? mind you, my marriage is not perfect ? it?s not unusual for someone to tell me to ?just wait.? As in, when you?ve been married for x-amount of years, or when you?re in x-situation with your spouse, you?ll see how much you don?t get along.

Obviously, these conversations are the exception and not the rule.

But every time these exchanges happen, I wonder why someone would give a discouraging comment about a marital relationship. Is it because they honestly believe all relationships are the same? Is it because they?re really trying to give helpful advice? Are they frustrated with their own relationship?

I?m not saying my marriage is a fairytale or exceptionally romantic ? or anything like that. We?re best friends, though. Which means sometimes we get along perfectly and other times we drive each other crazy. And of course, our relationship does take effort, work and compromise.

But it?s wonderful and beautiful and endlessly fulfilling. And it?s not an accident. It?s not because we?ve only been married two years or because we?ve never been in the right situation that foreshadows a doomed relationship.

So in the future, I?ll vow to always encourage others? healthy relationships ? ?no husband-bashing, no comparing relationship horror stories. Because what does that do except focus on the bad in relationships? And when having a healthy, successful marriage takes so much work ? every relationship needs all the support it can get.

MMA NEWS- Invicta FC and Japan?s JEWELS Form Partnership To Cross-Promote World?s Top Women MMA Fighters

Invicta Fighting Championships and Japan-based JEWELS announced today that the two women?s Mixed Martial Arts (MMA) promotions have formed a strategic partnership to cross-promote the world?s top female fighters on their respective fight cards in The United States and Japan.

As part of the new alliance, JEWELS champion Akaya Hamasaki (7-0) of Yamaguchi, Japan will head to Kansas City, Kan. to square off with fellow undefeated star Jasminka ?Impressive? Cive (5-0) of Graz, Styria Austria in a flyweight (115 pounds) matchup at Invicta FC 2: McMann vs. Baszler at Memorial Hall on Sat., July 28.

Hamasaki is one of two fighters from the JEWELS roster who will do battle on the Invicta card. The other, Hitomi ?Girlfight Monster? Akano (18-9) of Tokyo, will square off with Japanese Jiu-Jitsu black belt and Cesar Gracie-prot?g? Alexis Davis (11-5) of Colborne, Ontario Canada at bantamweight (135 pounds) in the co-main event.

?We are excited to enter this partnership with JEWELS, which was essentially founded with the same goal of placing professional women?s MMA competition, at its highest level, on a major stage,? said Invicta President Shannon Knapp. ?This relationship with an overseas promotion will effectively make it more turnkey for us to bring in some of the best women fighters in the world to compete in the Invicta cage and to send our top athletes to Japan to compete at JEWELS events.

The 30-year-old Hamasaki, a second-degree Judo black belt, has been tearing through the ranks of competitors in Japan since she made her professional debut on Oct. 25, 2009, submitting Kinuka Sasaki with an armber in the second round of their matchup.

On Dec. 17, 2010, Hamasaki emerged the winner of a four-woman, single-elimination tournament, earning a unanimous decisions over Sakura Nomura and Seo Hee Ham, respectively. Hamasaki is coming off a first-round submission (kimura) win over Yuka Tsuji at a JEWELS event.

Also 30 years of age, Cive has yet to be taken the distance of a professional fight, winning four of her five career starts by way of KO or TKO and one of her bouts by submission. She has made a name for herself outside of MMA, winning championships in Muay Thai and K-1 rules kickboxing competition.

In her last effort on March 17, Cive scored a third round TKO with a barrage of punches on Eva Henesova in Vaduz, Liechtenstein.

In other main card action, U.S. Marine and rising bantamweight star Liz ?Girl-rilla? Carmouche (6-2) of San Diego, Calif. will square off with St. Louis Park, Minnesota?s Kaitlin Young (7-5-1), who earned ?Fight of the Night? honors at the inaugural Invicta event on April 28.

Hard-hitting KO artist Amanda Nunes (6-2) of Salvador, Bahia Brazil will make her Invicta debut against sensational finisher Milana Dudieva (8-1) of Vladikavkaz, North Ossetia Russia in a bantamweight battle.

Kelly Kobold (18-3-1) of St. Paul, Minn. will face off with streaking submission expert Vanessa Porto (14-4) of Sao Paulo, Brazil at bantamweight.

American prospects Barb ?Little Warrior? Honchak (5-2) of East Moline, Ill. and undefeated Bethany Marshall (4-0) of Newport News, Va. will meet in a super flyweight (125 pounds) matchup.

Julia ?The Jewel? Budd (2-2) of Port Moody, British Columbia Canada will face Elina Nilsson (2-2) of Gothenburg, Sweden at featherweight (145 pounds).

In the opening main card bout, Jiu-Jitsu champion and former high school wrestling star Carla Esparza (6-2) of Redondo Beach, Calif. will square off with Sarah ?White Tiger? Schneider (6-5) of Kansas City, Mo. in a flyweight tilt.

The Invicta event will kick off with a five-bout preliminary card. In a bantamweight matchup between two undefeated future stars, Sarah Moras (2-0) of Kelowna, British Columbia Canada will face Raquel Pennington (1-0) of Colorado Springs, Colo.

After compiling a 5-2 record under amateur status, 25-year-old Jessamyn ?The Gun? Duke (0-0) will make her much-anticipated professional debut against unbeaten 30-year-old Suzie Montero (1-0) of Pompano Beach, Fla. at bantamweight.

One-half of the 26-year-old twin MMA fighter duo, Jocelyn ?Lights Out? Lybarger (0-0) of Phoenix, Ariz. will make debut under professional status opposite Cheryl Chan (0-0) of Surrey, British Columbia Canada at super flyweight.

Jessica Philippus (0-0) of Marshall, Mo. will battle Liz McCarthy (0-0) of Tigard, Ore. at atomweight.

In an atomweight (105 pounds) matchup, Angelica Chavez (4-1) of Albuquerque, N.M. will face an opponent to be determined after Kikuyo Ishikawa (7-3) of Gushikawa, Okinawa Japan, withdrew from the bout.

All bouts have been approved by the Kansas State Athletic Commission.

One-Third Of Young Adults Face Medical Bill Troubles, Debt

Almost 40 percent of young adults between the ages of 19 and 29 did not have health insurance at some point in 2011, according to a new report from the Commonwealth Fund.

The report also found that more than one-third (36 percent) of young adults had medical bill problems or were currently paying off medical debt. Of those individuals, 43 percent faced serious financial troubles, 32 percent couldn't make their student loans or tuition payments, 31 percent put off education or career plans, and 28 percent couldn't afford essentials such as food, heat or rent because of medical bills.

For the survey, researchers from the Commonwealth Fund polled 1,863 people, a sample that's representative of 46.6 million U.S. adults between 19 and 29. The researchers also reported that in 2011, 13.7 million young adults between ages 19 and 25 stayed on or joined their parents' health plans, including 6.6 million of which who would not have been able to without the passage of the Affordable Care Act. Before the act went into effect in September 2010, children could only stay on their parents' insurance until they were 19, or until the age of 22 if the children were full-time college students.

"While the Affordable Care Act has already provided a new source of coverage for millions of young adults at risk of being uninsured, more help is needed for those left behind," Commonwealth Fund vice president Sara Collins, lead author of the report, said in a written statement. "The law's major insurance provisions slated for 2014, including expanded Medicaid and subsidized private plans through state insurance exchanges, will provide nearly all young adults across the income spectrum with affordable and comprehensive health plans."

Those who were uninsured or had a gap in coverage were at greatest risk: 51 percent of young adults who were uninsured when surveyed and nearly half with a gap in coverage during the year had a medical bill problem or medical debt. The costs weren't small either. One-quarter of young adults who were paying off medical debt owed $4,000 or more, and 15 percent reported $8,000 or more in debt. Among those with a gap in coverage during the year who were paying off debt, 31 percent had $4,000 or more of medical debt, 21 percent had $8,000 or more and 11 percent had $10,000 or more.

The survey also reflected how health insurance can help these young adults. Eighty-five percent of young adults who were insured during the survey had a regular doctor or place of care, while only 38 percent of those without insurance accessed such care. Rates of preventive care, such as weight and blood pressure checks, were also lower for those with any coverage gaps or who were uninsured. Rates for dental care were similar.

"There's no question that young people have cut back on high-value screenings, doctor visits and therapies," Dr. Mark Fendrick, director of the University of Michigan Center for Value-Based Insurance Design, told CNN. "You twist your knee playing soccer and you go to get an MRI. But if the doctor says you have to pay 50 percent of the cost, you're going to be less likely to go through with it," he said.

ASTRO strongly supports immediate passage of the CARE Act, which sets needed education and certification standards for radiation therapists, medical physicists and medical dosimetristscritical members of the team that delivers radiation therapy to cancer patients. Setting these minimum standards will help to ensure patients are treated accurately and safely and lead to fewer complications.

Today's hearing, "Examining the Appropriateness of Standards for Medical Imaging and Radiation Therapy Technologists," will examine the current state of training, identify any areas of deficiency and suggest ways of ensuring personnel have the appropriate background in the technical components of delivering treatments.

ASTRO has a long history of advocating to Congress on the need for improved safety in radiation therapy and creating minimum education and credentialing standards for treatment team members. This is also a core component of Target Safely, ASTRO's patient protection initiative, which was established in 2009 to ensure patients are receiving the safest treatments for their cancer.

Dr. Gunderson's testimony will inform Congress and the public that radiation therapy has been used for over 100 years as a safe and effective treatment for cancer with minimal side effects and that ASTRO is a leader in ensuring this continues. The testimony will outline several safety and patient quality initiatives the Society is working on to improve the quality of patient treatment and care, including:

  • Building on the bipartisan Patient Safety Act of 2005 by beginning work with a certified Patient Safety Organization to create the first national medical error reporting system for radiation oncology.
  • Assisting the Radiation Oncology Institute, ASTRO's foundation, in developing the National Radiation Oncology Registry, which will improve cancer patients' care by capturing real-time information on radiation treatment delivery and health outcomes.
  • Supporting physician participation in maintenance of certification activities and other continuing medical education programs to ensure all physicians are up-to-date on the latest treatment approaches.

These initiatives together with the CARE Act can prevent medical errors that can occur in a complex treatment such as radiation therapy.

Dr. Gunderson will testify that ASTRO wants patients to have peace of mind when it comes to safety, quality and efficacy of radiation therapy, and the CARE Act is a critical step toward that goal. ASTRO looks forward to working with Congress on additional policies that could be implemented to further enhance the quality of care patients receive.
